General Public - G Job Duties The Virginia Department of Transportation Bristol District is actively seeking a highly skilled and experienced Senior Natural Resource Specialist to join our team.
The successful candidate will play a crucial role in ensuring compliance with federal and state environmental laws and regulations, with a specific focus on interpreting and implementing the requirements of the Endangered Species Act (including Section 7 consultation), Virginia Endangered Species Act, and Virginia Endangered Plant and Insect Species Act.
This position will focus on collaborating with the Biological Resources Program, serving as one of the district's threatened & endangered (T&E) species experts.
The qualified individual will play a key role in supporting VDOT construction and maintenance programs and safeguarding the natural environment of Virginia by providing environmental consultation and services.
In this role, you will:
o Provide expertise and support to the day-to-day operations of the district's Biological Resource Program.
o Offer guidance to staff on the interpretation of Section 7 ESA requirements, contribute to the development of program plans, and ensure adherence to policy and procedures.
o Review program quality to guarantee compliance with ESA requirements.
o Act as a key contributor to the district's T&E species initiatives, providing expertise and support to the program manager.
o Collaborate on and participate in T&E species habitat assessments and surveys.
Minimum Qualifications o Experience working with project proponents to avoid, minimize, and mitigate environmental impacts.
o Experience in wetland delineation and permitting.
o Skill in the use of computers and software applications.
o Experience reading highway engineering plans.
o Experience in the application of environmental requirements to transportation or similar operations.
o Considerable knowledge of federal, state, local transportation, environmental rules, regulations, policies and practices.
o Training and experience in construction inspection, asbestos safety awareness and hazard communications.
Additional Considerations o DEQ:
Inspector for Erosion Sediment Control (ESC IN)o Knowledge of Section 404 of the Clean Water Act, 1987 COE Wetland Delineation Manual, wetland ecology and management.
o Specific experience interpreting and implementing the Endangered Species Act, including Section 7 consultation, Virginia Endangered Species Act, and Virginia Endangered Plant and Insect Species Act.
o Experience coordinating and/or performing T&E species habitat assessments and surveys for various species, including plants, insects, fish, mussels, bats, etc.
o Progressively responsible experience managing complex projects in the transportation engineering and construction industry.
o A combination of training, experience or education in environmental science, natural sciences, forestry, biology, chemistry, geology, hydrology or related field desired.
o Wetland Professional in Training (WPIT) or Professional Wetlands Scientist (PWS) designation.
